That reflection was also paired with an expectation that the HECM program will grow in concert with the needs of older Americans.<\/p>\n<p>\u201cBefore I took this job, I wasn\u2019t an expert on HECM, but I\u2019ve learned a lot in the past couple of years,\u201d she said. \u201cThat learning has been really important because this is a product many seniors depend on now, and many more will rely on in the future. <\/p>\n<p>\u201cToday, many people reaching their senior years <a href=\"https:\/\/www.housingwire.com\/articles\/preparation-eases-process-of-aging-in-place\/\">are not financially prepared for retirement<\/a>, but there\u2019s a lot of home equity available. While there are other ways to tap that equity, I believe HECM will be a critical piece of the puzzle and the solution.\u201d<\/p>\n<p>Gordon echoed <a href=\"https:\/\/www.housingwire.com\/articles\/fha-commissioner-housing-counselors-reverse-mortgage-training\/\" target=\"_blank\" rel=\"noreferrer noopener\">some of her recent statements<\/a> at a housing counseling event, where she alluded to the idea that education will be important in addressing the needs of seniors. It is also key for clearing up any misconceptions about what the HECM program is and who it could work best for.<\/p>\n<p>\u201cAs a longtime consumer advocate, it\u2019s important to me that we do two things,\u201d Gordon said.  \u201cFirst, we need to spread the word about what HECMs are and how they\u2019re part of a regulated government program \u2014 not some fly-by-night product.<\/p>\n<p>\u201cSecond, as an industry, we need to hold ourselves to the high standards required to demonstrate to people that this product can help them achieve their goals of staying in their homes and aging in place.\u201d<\/p>\n<p>Gordon hopes that this continues to be a point of collaboration between members of the reverse mortgage industry and officials at the <strong><a href=\"https:\/\/www.housingwire.com\/tag\/hud\/\">U.S. Department of Housing and Urban Development<\/a><\/strong> (HUD), which oversees the FHA.<\/p>\n<p>\u201cAt FHA, we\u2019re hoping to partner with all of you to address some of the lingering mis-impressions from the financial crisis and ensure people understand the value of HECM,\u201d she said to the industry attendees at the event. <\/p>\n<p>\u201cWe need to make sure the program is well run, understandable, and that the <a href=\"https:\/\/www.housingwire.com\/articles\/analyst-hmbs-2-0-developments-should-benefit-reverse-mortgage-industry\/\">secondary market execution<\/a> remains strong and viable. By doing so, we can meet the rapidly growing needs of the American public.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-potential-program-enhancements\">Potential program enhancements?<\/h2>\n<p>Bell asked about whether Gordon could offer insight into possible HECM program enhancements the department is looking to implement. Gordon took the opportunity to answer in the spirit of the event venue: the Hard Rock Hotel in San Diego.<\/p>\n<p>\u201cI\u2019ve been waiting to use this line until the right moment. Still, FHA has fared better than some players in the industry, she said.<\/p>\n<p>\u201cIn the forward space at FHA, we can compare ourselves to the overall market and say, \u2018Well, not very much is happening, but proportionally, more is happening at FHA than elsewhere.\u2019 We can\u2019t really do that with HECM; we\u2019re kind of on our own here. It\u2019s important for the health of the sector as a whole to be making new mortgages, bringing new loans into the program, and we have to look at the best way to do that.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.housingwire.com\/articles\/are-reverse-mortgages-for-purchase-a-sleeping-giant-pros-are-split\/\" target=\"_blank\" rel=\"noreferrer noopener\">HECM for Purchase program is gaining ground<\/a>, she said, but now that a declining rate environment is occurring, there may be other potential options available to customers. Because r<a href=\"https:\/\/www.housingwire.com\/articles\/refi-demand-moves-to-highest-level-in-nearly-two-years-optimal-blue\/\">efinances are likely to rise<\/a>, this also necessitates more awareness and understanding of counseling to maximize the benefit of such a transaction.<\/p>\n<p>Gordon also said the agency is looking more closely at HECM insurance premiums.<\/p>\n<p>\u201cFor all borrowers, we need to think about how to keep origination costs down so that the product feels worthwhile to people,\u201d Gordon said. \u201cFrom our end, we\u2019ve been looking at a proposal from you regarding mortgage insurance premiums \u2014 whether there\u2019s a way to restructure them to lower origination costs. <\/p>\n<p>\u201cWe\u2019re open to any ideas, including improvements in technology or reconsidering what loan originators charge. If it\u2019s critical to you, it\u2019s something we need to think about. Please come to us with your ideas.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-policy-implementation-hurdles\">Policy implementation hurdles<\/h2>\n<p>Industry participants at all levels should understand that HUD and FHA can\u2019t always respond quickly to suggestions. Even particularly good ideas need to be properly vetted by a host of officials before they can show up on the FHA\u2019s <a href=\"https:\/\/www.hud.gov\/program_offices\/housing\/sfh\/sfh_policy_drafts\">Single Family Drafting Table<\/a>.<\/p>\n<p>\u201cWe\u2019re a small shop relative to the amount of business we do, and while we get great ideas, they don\u2019t turn around in a month,\u201d Gordon said. \u201cThe HUD process is long, with all kinds of clearances. Significant policy changes, especially involving premiums, go to the Office of Management and Budget (OMB), and if it\u2019s regulatory, we go through the Office of Information and Regulatory Affairs (OIRA). So, nothing is speedy.\u201d<\/p>\n<p>Pros and cons emerge from these vetting processes, but participants should not be discouraged if they don\u2019t immediately hear back from an official at HUD or FHA.<\/p>\n<p>\u201c[That] doesn\u2019t mean we\u2019ve forgotten,\u201d she said. \u201cWe\u2019re working on it, and our door is always open. You can check back with us if you haven\u2019t heard anything. We\u2019ve got a lot going on, like ducks gliding on the pond with their feet paddling madly underwater.
