As homelessness continues to rise nationwide, one nonprofit is pushing for a paradigm shift.<\/p>\n

DignityMoves<\/strong>, a San Francisco<\/a>-based organization, has been leading the charge for what its founder and CEO Elizabeth Funk calls \u201cinterim supportive housing.\u201d<\/p>\n

These cost-effective tiny home<\/a> communities aim to help individuals stabilize their lives while waiting for permanent housing options that are often years away from being built.<\/p>\n

In a candid conversation with HousingWire<\/strong>,<\/em> Funk explained why the current federal housing strategy is falling short \u2014 and what can be done to change it. The interview has been lightly edited for length and clarity.<\/p>\n

HW: Over the past decade, permanent housing has been the cornerstone of federal homelessness policy. Why push for interim housing now?<\/strong><\/p>\n

Funk:<\/strong> So, you know, in the U.S., our strategy to address homelessness<\/a> for the last decade has been very clearly mandated. It\u2019s about permanent housing, because only permanent housing ends homelessness. <\/p>\n

And so the only valid use of taxpayer money \u2014 quote unquote shelter \u2014 was shunned because shelter doesn\u2019t work, which it doesn\u2019t in a meaningful way. It keeps you out of the elements, but it\u2019s not a place where you\u2019re mentally ready to do something with your life, right?<\/p>\n

But the problem is that, especially in California<\/a>, where that costs a million dollars a unit on average \u2014 over $800,000 per unit \u2014 and takes years to build, we\u2019re never going to get there. It\u2019s just not practical.<\/p>\n

HW: What\u2019s the alternative you\u2019re proposing?<\/strong><\/p>\n

Funk:<\/strong> We believe that if we invest in something dignified that\u2019s in the interim, a whole lot of stuff happens \u2014 one of which is you prevent the trauma of being on the street. We call this interim supportive housing. It functions as shelter in the system.<\/p>\n

But (the Department of Housing and Urban Development<\/a><\/strong>\u2019s) definition of housing is your habitual place of residence and you have separate sleeping quarters. Well, if you\u2019ve got your own tiny room, tiny cabin, that\u2019s housing. It\u2019s a form of housing. It\u2019s just temporary.<\/p>\n

HW: Is there any existing federal funding for these kinds of projects?<\/strong><\/p>\n

Funk:<\/strong> There\u2019s very little funding \u2014 quite frankly, none from the federal level that goes to interim housing. Interim housing is such a new concept that it\u2019s had to wiggle in. <\/p>\n

We\u2019ve had to apply for grants that are meant for one bucket or the other. They hand down the Community Development Block Grants<\/a> and stuff that can be used for whatever \u2014 prevention, street outreach \u2014 but it\u2019s a small amount and has to compete with many other things.<\/p>\n

HW: Where does your funding come from right now?<\/strong><\/p>\n

Funk:<\/strong> Our funding is somewhat philanthropy and state funding. We apply for grants like the Encampment Resolution Funds, and there\u2019s a Project Homekey<\/a> that\u2019s a state funding program. Hospitals step up, obviously, because half of the cost of unsheltered homelessness is carried by them.<\/p>\n

\u201cWe\u2019re also experimenting with an investor<\/a> model because our little cabins are not technically classified under the tax code as real estate<\/a> \u2014 they are personal property because they are relocatable, just like a truck. <\/p>\n

Also, thanks to (President Donald Trump<\/a>), they are eligible for accelerated bonus depreciation. So if an investor paid to construct these, they could get half the value back in a tax write-off if they\u2019re in the 50% tax bracket.<\/p>\n

HW: But the long-term cost is in operations, not just building the units, right?<\/strong><\/p>\n

Funk:<\/strong> A unit might cost $50,000 to build, but it\u2019s another $50,000 per year to operate, and that\u2019s an ongoing cost that cities are very hesitant to commit to. None of the programs for funding have a line of sight longer than two years. Lots of them are just one year, and that\u2019s got everybody [looking like a] deer in the headlights.\u201d<\/p>\n

HW: Are there any federal programs that are helping to offset these costs?<\/strong><\/p>\n

Funk:<\/strong> California has its own version of Medicaid called CalAIM, and it has waivers from Medicaid that allow it to reimburse for things that happen at shelters and interim housing. It can reimburse for your case managers, housing navigation specialists, behavioral health care \u2014 all that stuff can get reimbursed.<\/p>\n

The first thing we\u2019re hoping for is to make darn sure that doesn\u2019t go away. That\u2019s probably half of the operating budgets and it\u2019s reimbursed by the federal health care system.\u201d<\/p>\n

HW: And what about Section 8 vouchers \u2014 can they be applied to interim housing?<\/strong><\/p>\n

Funk:<\/strong> Interim housing doesn\u2019t get Section 8 vouchers<\/a>, but those vouchers are called \u2018housing choice\u2019 for a reason. The person gets to pick their apartment. Well, what if they got it in interim housing? They\u2019re now covered, they\u2019re paid for, right? And if they want to stay a little longer because it\u2019s healthier for them, or if they can\u2019t find an apartment, it won\u2019t lapse.\u201d<\/p>\n

HW: That sounds like it could be controversial.<\/strong><\/p>\n

Funk:<\/strong> As soon as I talk about Section 8 vouchers for interim housing, all the housing people get into this zero-sum game of, \u2018You\u2019re stealing our resources.\u2019 Every year, we have to send unused vouchers back to the federal government. We can\u2019t find apartments. That\u2019s criminal.<\/p>\n

HW: There was also mention of a six-month transitional rent waiver through CalAIM. What\u2019s the status there?<\/strong><\/p>\n

Funk:<\/strong> They wrote a concept paper, sent it up to the federal level, got it approved, and now we\u2019re waiting for implementation. Everybody\u2019s holding their breath. The medical system is offering to pay six months of rent. Like, what does that say about unsheltered homelessness, right?<\/p>\n

HW: Final thoughts. What\u2019s the broader vision for interim housing on a national level?<\/strong><\/p>\n

Funk:<\/strong> This is not about us trying to grow a business. We\u2019re nonprofit. We\u2019re just trying to change this thinking and get interim housing into the mainstream. We\u2019ve literally put together a playbook \u2014 like, somebody in Toronto wants to build interim housing? Here\u2019s your site plan. Here\u2019s the modular manufacturer.
