But prominent placement in the report suggests that the work is ongoing, this time under the leadership of acting HUD inspector general Stephen M. Begg.<\/p>\n<p>This investigation marks the first such effort initiated by the office since 2020, when the OIG <a href=\"https:\/\/www.housingwire.com\/articles\/hud-oig-takes-stock-of-past-and-lingering-reverse-mortgage-issues\/\" target=\"_blank\" rel=\"noreferrer noopener\">reviewed HUD\u2019s corrective actions<\/a> from prior audits. These \u201cshowed that HUD\u2019s controls did not always ensure that HECM loan borrowers complied with program residency requirements.\u201d<\/p>\n<p>But <a href=\"https:\/\/www.hudoig.gov\/reports-publications\/semiannual-report\/sar-93-hud-oig-semiannual-report-congress-period-october-1\">the newest OIG report<\/a> also mentioned a move related to the HECM program that resulted in a conviction and prison sentence earlier this year.<\/p>\n<p>As <a href=\"https:\/\/www.housingwire.com\/articles\/chicago-contractor-mark-diamond-prison-sentence-reverse-mortgage-scam\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> by the <a href=\"https:\/\/www.housingwire.com\/tag\/department-of-justice\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>U.S. Department of Justice<\/strong><\/a> (DOJ) at the time, Mark Steven Diamond, who was accused of \u201cbilking elderly homeowners in a reverse mortgage and home repair scheme,\u201d was sentenced to 17 years in federal prison by the <strong>U.S. District Court for the Northern District of <\/strong><a href=\"https:\/\/www.housingwire.com\/tag\/illinois\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Illinois<\/strong><\/a>.<\/p>\n<p>The report states that the HUD OIG was instrumental in yielding this result.<\/p>\n<p>\u201c[A]n OIG investigation resulted in a Chicago businessman being sentenced to 17 years in prison for, among other offenses, constructing a reverse mortgage fraud scheme that preyed on over 100 financially vulnerable, elderly homeowners,\u201d the report stated.<\/p>\n<p>The report also reiterated its prior guidance aiming to notify the public about potential reverse mortgage fraud. <\/p>\n<p>In February, the office issued a <a href=\"https:\/\/www.hudoig.gov\/sites\/default\/files\/2025-02\/fraud_bulletin_reverse_mortgage_scheme_feb_2025_.pdf\">renewed bulletin<\/a> about \u201ctargeted reverse mortgage scams,\u201d warning that fraudsters \u201coften prey upon their victim\u2019s trust and use high-pressure tactics to coerce elderly victims into obtaining the reverse mortgage which they may not fully understand or want.\u201d<\/p>\n<p>Something similar played out in another recent case, according to an announcement this week by the DOJ. A former attorney in Washington state <a href=\"https:\/\/www.housingwire.com\/articles\/doj-investigation-washington-state-former-attorney-pleads-guilty-wire-fraud-reverse-mortgage\/\" target=\"_blank\" rel=\"noreferrer noopener\">encouraged a victim to obtain a reverse mortgage<\/a> and fund a trust account he was siphoning money from.<\/p>\n<p>But the OIG made no mention of other high-profile investigations, including one that\u2019s taking a closer look at <a href=\"https:\/\/www.housingwire.com\/company\/ginnie-mae\/\"><strong>Ginnie Mae<\/strong><\/a>\u2019s decision to <a href=\"https:\/\/www.housingwire.com\/articles\/hud-ig-comments-on-inquiry-into-ginnie-maes-handling-of-rmf\/\">extinguish<\/a> a HECM-backed Securities (<a href=\"https:\/\/www.housingwire.com\/tag\/hmbs\/\" target=\"_blank\" rel=\"noreferrer noopener\">HMBS<\/a>) issuer from its reverse securities program, <\/p>\n<p>That move is tangentially related to a lawsuit brought by an investor against the government.
