Or they sell it to an owner-occupant,\u201d Matt Klesta, senior policy analyst for the Cleveland Fed, told <a href=\"https:\/\/www.news5cleveland.com\/news\/local-news\/investors-keep-buying-up-houses-in-low-income-neighborhoods-one-nonprofit-is-fighting-back\">News 5 Cleveland<\/a>. However, not all landlords fix up the houses and re-sell, leaving homes  neglected. And, according to locals, absentee ownership has taken a toll.<\/p>\n<p>Klesta\u2019s <a href=\"https:\/\/www.clevelandfed.org\/publications\/cd-reports\/2025\/20250904-investor-owned-home-trends-from-select-counties-in-oh-and-pa\">report<\/a>, published in early September, outlines the scale of investor buying but avoids policy endorsements. <\/p>\n<p>\u201cWe don\u2019t make policy recommendations,\u201d he said. \u201cBut we want to get it into the hands of people that do, so they can make that informed decision.\u201d<\/p>\n<p>Actions taken by local authorities to combat large-scale investor home purchases were cited by Klesta, including the <strong>Cincinnati Port Authority<\/strong> <a href=\"https:\/\/www.wsj.com\/real-estate\/cincinnati-agency-buys-nearly-200-rental-homes-thwarting-private-investors-11642510803\">buying nearly 200 homes<\/a> \u2014 and outbidding a dozen investment firms \u2014 after an out-of-state landlord declared bankruptcy. <\/p>\n<p>His research also illustrates racial disparities in regard to areas targeted for mass single-family home (SFH) investor purchasing, with rent burden measuring share of income spent on housing costs. <\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" data-attachment-id=\"542895\" data-permalink=\"https:\/\/www.housingwire.com\/articles\/cleveland-nonprofit-fights-to-halt-investor-homebuying-wave\/screenshot-2025-10-06-at-4-07-11-pm\/\" data-orig-file=\"https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png\" data-orig-size=\"1888,686\" data-comments-opened=\"1\" data-image-meta='{\"aperture\":\"0\",\"credit\":\"\",\"camera\":\"\",\"caption\":\"\",\"created_timestamp\":\"0\",\"copyright\":\"\",\"focal_length\":\"0\",\"iso\":\"0\",\"shutter_speed\":\"0\",\"title\":\"\",\"orientation\":\"0\"}' data-image-title=\"Screenshot 2025-10-06 at 4.07.11\u202fPM\" data-image-description=\"\" data-image-caption=\"\" data-medium-file=\"https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?w=300\" data-large-file=\"https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?w=1024\" height=\"372\" width=\"1024\" src=\"https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?w=1024\" alt=\"Screenshot 2025-10-06 at 4.07.11\u202fPM\" class=\"wp-image-542895\" srcset=\"https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png 1888w, https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?resize=150,55 150w, https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?resize=300,109 300w, https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?resize=768,279 768w, https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?resize=1024,372 1024w, https:\/\/www.housingwire.com\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-06-at-4.07.11-PM.png?resize=1536,558 1536w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"><\/figure>\n<h2 class=\"wp-block-heading\" id=\"h-local-nonprofit-pushes-back\">Local nonprofit pushes back<\/h2>\n<p>In Cleveland\u2019s Collinwood neighborhood, <strong>Cleveland Neighborhood Progress (CNP)<\/strong> is taking a different approach \u2014 buying and fixing up <a href=\"https:\/\/www.housingwire.com\/articles\/reside-act-vacant-spaces-housing\/\">vacant houses<\/a> for new homeowners, not investors.<\/p>\n<p>\u201cIt\u2019s [going to] be a multi-year approach,\u201d KC Petraitis, CNP\u2019s vice president of real estate, told News 5. \u201cAnd it should be, right?\u201d Petraitis said absentee ownership has taken a toll.<\/p>\n<p>\u201cWhen you don\u2019t know what your house looks like and you don\u2019t know what your tenants are doing on a day-to-day basis, that\u2019s a problem,\u201d he said. <\/p>\n<p>CNP refuses to buy occupied <a href=\"https:\/\/www.housingwire.com\/articles\/where-rental-agents-are-cashing-in-the-states-to-watch-for-the-remainder-of-2025\/\">rentals<\/a> to avoid displacing tenants and won\u2019t sell to investors. Its stated goal is shoring up so-called \u201cmiddle neighborhoods\u201d \u2014 areas teetering between recovery and decline.<\/p>\n<p>\u201cWe went around and we said, \u2018Hey, we think we can launch a housing initiative to kind of combat a couple different things,&#8217;\u201d Petraitis said. \u201cOne was investor activity. Two was building equity for homeowners that still live on these streets, to really make sure that they feel comfortable in these areas before we lead down a pathway of decline by disinvestment.<\/p>\n<p>\u201c(Disinvestment) is a long and slow death. But once it occurs, it becomes very expensive to resolve \u2014 if you can resolve it.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-rebuilding-the-block\">Rebuilding the block<\/h2>\n<p>Anne Dalzell and her husband lived in Collinwood for decades and watched the house next door deteriorate after cycling through multiple <a href=\"https:\/\/www.housingwire.com\/articles\/dean-clark-absentee-owners\/\">absentee owners<\/a>. <\/p>\n<p>\u201cThe worst part, from our point of view, was the porch roof was falling down,\u201d Dalzell told News 5.<\/p>\n<p>When CNP purchased the property for $85,000, it invested more than $180,000 in a full <a href=\"https:\/\/www.housingwire.com\/articles\/homeowners-say-high-costs-emotional-stress-are-influencing-renovation-projects\/\">renovation<\/a> \u2014 adding two bedrooms, a second bathroom, new siding, a porch, fencing and a garage.<\/p>\n<p>\u201cI was really surprised at how much they did to it,\u201d Dalzell said. \u201cI mean, it was a little two-bedroom, one-bath place.\u201d<\/p>\n<p>The home went under contract this summer for just under $205,000, about $60,000 less than the total project cost. Petraitis said not every renovation will be as extensive.<\/p>\n<p>\u201cIt is a boxing match,\u201d he said of competing against investors. \u201cIt is not a one-round-knockout kind of situation. We are going to be here for multiple rounds, and we\u2019re not going anywhere.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-seeking-neighborhood-stability\">Seeking neighborhood stability<\/h2>\n<p>Over the last two years, CNP and its partners have bought 19 houses across four local neighborhoods.  <\/p>\n<p>The organization hopes to rehab and sell 200 homes through its initiative \u2014 backed by nearly $12 million in public and private funding toward a $22 million goal.<\/p>\n<p>\u201cIt\u2019s a chess board,\u201d Petraitis said. \u201cI\u2019m gonna lose the pawn here.
