This shortage is largely a product of overregulation, the report claims.<\/p>\n<p>To combat the housing deficit, <a href=\"https:\/\/www.housingwire.com\/podcast\/the-white-house-game-plan-to-lower-mortgage-rates\/\">\u0431\u0435\u043b\u044b\u0439 \u0434\u043e\u043c<\/a> economists detailed possible regulatory cuts they say could spur new <a href=\"https:\/\/www.housingwire.com\/articles\/nhca-aims-to-connect-hispanic-construction-workers-and-housing-pros\/\">\u0441\u0442\u0440\u043e\u0438\u0442\u0435\u043b\u044c\u0441\u0442\u0432\u043e<\/a>. They set their sights on numerous local regulations, in addition to <a href=\"https:\/\/www.housingwire.com\/articles\/biden-trump-environment-hud-fhfa-cfpb-policy\/\">Biden-era federal climate restrictions<\/a> that allegedly raise housing costs and hinder development.<\/p>\n<p>But the White House\u2019s housing shortage estimate \u2014 and its criteria for calculating it \u2014 is under dispute. While economists and industry insiders generally believe that the nation needs to build more housing, most estimates place the national housing deficit well short of the 10-million mark.\u00a0<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-how-big-is-america-s-housing-shortage\">How big is America\u2019s housing shortage?<\/h2>\n<p>\u0412 2024 \u0433\u043e\u0434\u0443 <strong>\u0424\u0440\u0435\u0434\u0434\u0438 \u041c\u0430\u043a <\/strong>estimated that the housing shortage was <a href=\"https:\/\/www.freddiemac.com\/research\/insight\/housing-supply-still-undersupplied\">3.7 million units<\/a>, and earlier this year, <strong>\u0420\u0438\u044d\u043b\u0442\u043e\u0440.com<\/strong> similarly pegged the housing supply gap at <a href=\"https:\/\/www.realtor.com\/research\/us-housing-supply-gap-2026\/\">just over 4 million homes<\/a>. <strong>\u041d\u0430\u0446\u0438\u043e\u043d\u0430\u043b\u044c\u043d\u0430\u044f \u0430\u0441\u0441\u043e\u0446\u0438\u0430\u0446\u0438\u044f \u0434\u043e\u043c\u043e\u0441\u0442\u0440\u043e\u0438\u0442\u0435\u043b\u0435\u0439<\/strong> (NAHB) estimates a more modest <a href=\"https:\/\/eyeonhousing.org\/2026\/02\/the-size-of-the-housing-shortage-2024-data\/\">1.2 million-unit shortage<\/a> based on 2024 data.\u00a0<\/p>\n<p>Brad Case, chief residential economist at <strong>\u0414\u043e\u043c\u0430.com<\/strong>, \u0441\u043a\u0430\u0437\u0430\u043b <strong>\u0416\u0438\u043b\u044c\u0435\u041f\u0440\u043e\u0432\u043e\u043b\u043e\u043a\u0430<\/strong>\u2018s The Builder\u2019s Daily that housing shortage estimates can vary depending on the criteria used. He questioned the White House\u2019s housing shortage estimate, as well as its sole emphasis on owner-occupied, single-family housing.\u00a0<\/p>\n<p>On the other end of the spectrum, some argue that there is no true housing shortage because everyone, other than those who are experiencing chronic <a href=\"https:\/\/www.housingwire.com\/articles\/hud-pauses-changes-to-homelessness-program-amid-lawsuits\/\">\u0431\u0435\u0437\u0434\u043e\u043c\u043d\u043e\u0441\u0442\u044c<\/a>, finds a place to live, even if these housing situations aren\u2019t ideal. For example, some people may have to live with roommates or with parents for longer than desired.<\/p>\n<p>Case estimates the housing shortage is somewhere between 4 and 5 million homes. But this estimate accounts for all housing types, not just single-family.<\/p>\n<p>\u201cI look at the number of households relative to the number of adults, and that\u2019s what we call the headship rate. And typically, there\u2019s about one housing unit per two adults, so half an adult per housing unit. And I think that there are people who would like to form their own households that aren\u2019t able to because they can\u2019t afford to, right? And that\u2019s what tells me that we have something that can be called a housing shortage,\u201d Case explained.\u00a0<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-decline-in-residential-construction-rates\">Decline in residential construction rates<\/h2>\n<p>Between 1983 and 2007, the average number of housing starts per year was about 6,000 homes per 1 million people. Since 2008, the White House says, average starts are running at about half that number, or roughly 3,000 starts per 1 million people. This is the methodology it used to calculate the housing shortage.\u00a0<\/p>\n<p>\u201cIf homebuilding and the growth of the single-family housing stock had continued at their historical pace instead of falling dramatically after 2008, there would be 10 million or more additional single-family homes today,\u201d the report read.\u00a0<\/p>\n<p>But assuming that construction should have continued at the pace seen before the Great Recession isn\u2019t necessarily the right approach, Case argues.\u00a0<\/p>\n<p>Residential construction peaked in the early 1970s. After the Great Recession, starts dropped precipitously and have not yet fully recovered. <\/p>\n<p>As Case puts it, the decline in housing starts from the early 1970s was at least partially driven by increased local regulations. Many municipalities deliberately favored building larger, more expensive homes, often for adults without children, to maximize <a href=\"https:\/\/www.housingwire.com\/articles\/property-tax-burdens-states-debate-senior-relief\/\">\u043d\u0430\u043b\u043e\u0433 \u043d\u0430 \u0438\u043c\u0443\u0449\u0435\u0441\u0442\u0432\u043e<\/a> revenue while minimizing public service expenses such as schools.\u00a0<\/p>\n<p>By the late 1990s, the federal government began easing <a href=\"https:\/\/www.housingwire.com\/articles\/mortgage-compliance-benchmark\/\">\u0430\u043d\u0434\u0435\u0440\u0440\u0430\u0439\u0442\u0438\u043d\u0433<\/a> standards, supporting low down payment loans and relaxing credit requirements in an effort to make <a href=\"https:\/\/www.housingwire.com\/articles\/bank-of-mom-and-dad-homebuyer-support-veterans-united-survey\/\">\u0434\u043e\u043c\u043e\u0432\u043b\u0430\u0434\u0435\u043d\u0438\u0435<\/a> more accessible. This stimulated additional housing demand, at least for a period.\u00a0<\/p>\n<p>\u201cWhen you stimulate demand for something, there\u2019s going to be a supply response. So there was a supply response, but that was always built on a little bit of an artificial boost in demand for housing,\u201d Case said. \u201cSo that\u2019s why there is that blip in the early 2000s that didn\u2019t last. The demand evaporated.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-federal-push-to-increase-supply-cut-regulations\">Federal push to increase supply, cut regulations<\/h2>\n<p>The Trump administration has made housing affordability and increased homeownership a top economic priority. In a speech at the World Economic Forum in Davos in January, President Donald Trump exemplified this platform as he declared that <a href=\"https:\/\/www.housingwire.com\/articles\/trump-housing-affordability-plan\/\">\u201cAmerica will not become a nation of renters.\u201d<\/a><\/p>\n<p>The Economic Report of the President, drafted by the White House Council of Economic Advisors, set its sights on making homeownership more attainable. Overall, the strategy is to expand housing supply through regulatory reform. The expectation is that increased construction \u2014 especially in supply-constrained, high-cost markets \u2014 will put downward pressure on prices and improve <a href=\"https:\/\/www.housingwire.com\/articles\/affordability-takes-center-stage-in-the-2026-housing-market\/\">\u0434\u043e\u0441\u0442\u0443\u043f\u043d\u043e\u0441\u0442\u044c<\/a> \u0447\u0435\u0440\u0435\u0437 \u043d\u0435\u043a\u043e\u0442\u043e\u0440\u043e\u0435 \u0432\u0440\u0435\u043c\u044f.<\/p>\n<p>The report argues that excessive regulations are a major factor in higher home prices, claiming that government regulations add more than $100,000 in costs to each single-family home. While some regulations are necessary to ensure quality and safety, the report cites numerous local and state rules that it deems counterproductive.\u00a0<\/p>\n<p>For example, exclusionary zoning practices that favor single-family housing only \u2014 rather than allowing flexibility for <a href=\"https:\/\/www.housingwire.com\/articles\/adus-could-remedy-americas-housing-crisis-but-obstacles-remain\/\">\u0432\u0441\u043f\u043e\u043c\u043e\u0433\u0430\u0442\u0435\u043b\u044c\u043d\u044b\u0435 \u0436\u0438\u043b\u044b\u0435 \u0435\u0434\u0438\u043d\u0438\u0446\u044b<\/a>, duplexes and small multifamily buildings \u2014 can restrict <a href=\"https:\/\/www.housingwire.com\/articles\/mixed-density-housing-keeps-expanding-as-affordability-reaches-a-breaking-point\/\">density<\/a> and supply in certain high-demand areas.\u00a0<\/p>\n<p>The report also calls for reduced regulatory burdens that directly affect construction costs, such as building codes and heavy impact fees. While maintaining safety standards, it advocates for eliminating duplicative or burdensome rules that do not overtly contribute to health or safety.\u00a0<\/p>\n<p>While these regulations are determined on the municipal and state levels, the federal government could decide to tie federal funding to state and local governments to a reduction in certain regulations. The bipartisan <a href=\"https:\/\/www.housingwire.com\/articles\/road-act-investor-limits\/\">21st Century ROAD to Housing Act<\/a>, for example, would incentivize municipalities to streamline residential construction by making federal Community Development Block Grant funding contingent on an increase in housing supply.\u00a0<\/p>\n<p>At the federal level, the report goes after Biden-era green energy mandates, such as stricter energy-efficiency standards, that Trump\u2019s White House economists believe have increased construction costs.\u00a0<\/p>\n<p>Another administration priority is a proposed <a href=\"https:\/\/www.housingwire.com\/articles\/road-to-housing-act-investor-limits-housing-supply\/\">federal ban on institutional investors<\/a> that own 350 or more single-family homes from purchasing additional homes. That proposal is one of the provisions in the 21st Century ROAD to Housing Act, which Trump has not yet signed into law. Some detractors worry that the regulation could harm rental supply, but administration officials counter that it could boost homeownership.\u00a0<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-why-aren-t-builders-just-building-more\">Why aren\u2019t builders just building more?<\/h2>\n<p>If the U.S. has an undersupply of millions of homes, why don\u2019t developers and homebuilders just build more housing? After all, an increase in supply would likely reduce home prices and rents, thereby making the American dream of homeownership more attainable.<\/p>\n<p>For homebuilders specifically, the answer is often a business decision, one that they deem necessary. Affordability remains constrained and <a href=\"https:\/\/www.housingwire.com\/mortgage-rates\/\">\u0441\u0442\u0430\u0432\u043a\u0438 \u043f\u043e \u0438\u043f\u043e\u0442\u0435\u0447\u043d\u044b\u043c \u043a\u0440\u0435\u0434\u0438\u0442\u0430\u043c<\/a> are still relatively high. These factors, combined with an excess of new-home supply in certain high-growth Sun Belt markets, pushed new-home prices <a href=\"https:\/\/www.housingwire.com\/articles\/new-home-sales-increased-in-2025\/\">down 2%<\/a> year over year between December 2024 and December 2025.<\/p>\n<p>At the same time, construction costs and other expenses like labor and land remain high. As a result, homebuilder margins continue to compress, with many public homebuilders reporting a drop of several hundred basis points in gross profit margins over the past year.\u00a0<\/p>\n<p>The following are examples of year-over-year declines in gross profit margins, pulled from public homebuilders\u2019 latest <a href=\"https:\/\/www.housingwire.com\/articles\/q4-2025-earnings-mortgage-real-estate-homebuilding\/\">\u0437\u0430\u0440\u0430\u0431\u043e\u0442\u043e\u043a<\/a> \u043e\u0442\u0447\u0435\u0442\u044b.<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>\u041a\u0411 \u0413\u043b\u0430\u0432\u043d\u0430\u044f<\/strong>: 15.3%, down from 20.2%.\u00a0<\/li>\n<li><strong>\u0414\u043e\u043c\u0430 \u0421\u043c\u0438\u0442\u0430 \u0414\u0443\u0433\u043b\u0430\u0441\u0430<\/strong>: 19.9%, down from 25.5%.<\/li>\n<li><strong>\u041b\u0435\u043d\u043d\u0430\u0440<\/strong>: 15.2%, down from 18.7%<\/li>\n<li><strong>Meritage Homes: <\/strong>16.5%, down from 23.2%<\/li>\n<\/ul>\n<p>Amid this trend, homebuilders are now faced with a dilemma. For many, if they increase housing starts too much \u2014 or at all \u2014 it could require concessions on price or incentives that might push margins down even further. This is part of the reason why single-family housing starts <a href=\"https:\/\/www.housingwire.com\/articles\/housing-starts-2025-rebound\/\">fell 7.3% last year<\/a>.\u00a0<\/p>\n<p>The Trump administration has made housing affordability and fewer regulatory burdens a central pillar of its economic agenda.
